Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
投标人应为投标所报货物的制造商或者是授权代理商。如果投标人是授权代理商，必须满足以下全部条件：
1）制造商的销售方式为销售代理或分销制；或者制造商在特定区域、行业有独家或指定的代理。投标人应在投标文件中提供相应的证明文件。
2）代理商应（略）。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer_EpSingleQuotes_s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Le（略）of Au（略） from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投标人为境（略），需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);

（2）业绩要求：
Requirement for Bidder_EpSingleQuotes_s reference:
2012年1月1日至投标截止日，投标人所投产品应在中国境内至少具有2个LNG接收站项目（年处理能力200万吨/年及以上规模）供货业绩，且均满足操作温度-165℃及以下技术要求的工艺低温安全阀运行1年及以上业绩（运行业绩开始时间为投入运行时间或调试验收时间）。

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及（略）。投标人所提交的（略）：项目名称、装置名称及规模（年处理能力（略））、货物名称（工艺（略））、规格型号（含操作温度）、用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现运行时间或调试验收时间，且投标人提供“该项业绩已运行1年及以上”的承诺函。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。本次投标的产品（略）。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical accessories) and other certification materials. The performance certification documents submitted by the bidder must at least reflect the following contents: project name, device name and scale (an LNG terminal project with an annual processing capacity of 2 million tons/year and above), cargo name (process cryogenic safety valve), specifications Model (including operating temperature), the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or the commissioning acceptance time, and the bidder shall provide a letter of commitment that "the performance has been in operation for 1 year or more". Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.
（3）技术要求如下
Technical requirement are as follows
1）★制造商必须具有ASME第八章锅炉及压力容器、中华人民**国特种设备制造认证证书，投标时提供证书扫描件，且证书应在有效期内。
The Vendor must have ASME Boiler and Pressure Vessel Code, Manufacture license of special equipment CHINA cer（略） and provide a scanned copy of the certificate when bidding. The certificate must be in valid period.
2）★低温安（略）0/ API521/ASME VIII 等标准要求。
The pressure relief valve shall be in accordance with API526, API527, API520, API521, ASMEI and AS（略） standards.
3）★低温安全阀及其他阀门附件等必须在阀门制造厂总成，测试。不允许转港，（略）在异地总成，测试。交货时提供原产国第三方商会出具的原产地证书。
Safety/relief valves and other valve access（略）must be assembled and te（略）in manu（略）plant. Port transference and assembly and testing abroad are not accepted. The Ve（略）should provide the Certificate of Or（略） when delivering.
4）★低温安全阀门的低温测试应参照EN（略）类标准，满足API527。投标时阀门制造商应提供以往 LNG 接收站项目中同类型产品的测试报告，供买方审核。
Pressure safety and relief valves shall be cryogenic tested in accordance with EN13648-1 and the equivalent, besides API 527. Vendor shall provide the te（略）of the same type product in previous similar LNG terminal projects when bi（略） which shall be approved by Owner.
5）★低温测试的取样比例必须符合JSLNG-DD-SPC-TS-MP-（略） 低温阀门检验规定。低温测试程序文件必须作为技术协议附件。
The sampling ratio of the low temperature test must accord with JSLNG-DD-SPC-TS-MP-（略） Cryogenic Valve Test Specification. The low-temperature test program file must be used as the Technical Annex.
6）★投标人投标时应出具阀门及配套设备设计寿命不低于30年的承诺函。
The valves and the related accessories shall be designed for a service lifetime of at least 30 years, the bidder shall issue a letter of commitment when bidding.
7）★阀门的射线及无损探伤检测必须符合JSLNG-DD-SPC-TS-MP-（略）工艺介质阀门规格书。测试程序文件必须作为技术协议附件。
The Radiography and NDT test examination must accord with JSLNG-DD-SPC-TS-MP-（略） Process Valve Design Requirement. The test program file must be used as the Technical Annex.
