项目概况及招标范围：
The scope of work covers the installation, non-destructive testing (NDT), heat treatment, and other related works for: the air-cooled condenser (ACC) island and its auxiliary equipment; boiler make-up water system equipment and piping; industrial wastewater treatment system equipment and piping; oily wastewater and domestic sewage collection system equipment and piping; closed cooling water system equipment and piping (including the closed cooling water mini air-cooling system); industrial water system, potable water system, blowdown system, and forced evaporation equipment and piping; laboratory equipment空冷岛及其附属设备、锅炉补给水系统设备及管道、工业废水处理系统设备及管道、含油废水及生活污水收集系统设备及管道安装、闭式冷却水系统设备及管道（包括闭式水小空冷系统）、工业水系统/生活水系统/排污系统/强制蒸发设备及管道、实验室设备等工程的安装、无损检测、热处理等工作
投标人资格要求：
（1）The Bidder shall be a legally established entity with independent legal personality. If the Bidder is registered in the People’s Republic of China or any jurisdiction other than Oman, it shall localization registration in the Sultanate of Oman. Alternatively, the Bidder may be a locally established and registered company in Oman with relevant construction experience.（2）The Bidder shall possess construction capabilities commensurate with the requirements of the Works. If the Bidder is an enterprise registered in the People’s Republic of China, it shall hold a Grade II or above qualification for General Contracting of Power Engineering or Specialized Contracting Qualification for Mechanical and Electrical Installation Engineering, or other construction qualifications that are in compliance with applicable laws and regulations and appropriate to the Works. If the Bidder is an enterprise registered in the Sultanate of Oman, it shall provide a valid Commercial Registration Certificate (CR) and Value Added Tax (VAT) Certificate.（1）响应人须为具有独立法人资格的企业。若为中华人民共和国境内注册企业或其他非阿曼注册企业，应在阿曼完成属地化注册；或响应人应为在阿曼境内依法成立并注册、且具有相关施工经验的本土企业；（2）响应人应具备与本工程相适应的施工能力。若响应人为中国境内注册企业，应具备电力工程施工总承包二级及以上资质或机电安装工程专业承包二级及以上资质，或具备符合国家有关法律法规规定且与本工程相适应的其他施工资质；若响应人为在阿曼注册的企业，应提供有效的商业注册证书（CR）及增值税登记证书（VAT Certificate）。
