(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。（3）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project specifically targets SME procurement, and no price discounts are applied to SME products during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises. (3) According to the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), the industry to which the SMEs in this project belong is the construction industry.

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（3）具有安全生产许可证（有效期内）；
（4）具有市政公用工程施工总承包三级及其以上资质；
（5）拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: (1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not be listed as a dishonesty-stricken person subject to enforcement, a party involved in major tax violation cases, or a record of serious illegal and dishonest behavior in government procurement on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn); (3) Possess a valid safety production license; (4) Have a qualification of Grade III or above for general contracting of municipal public works construction; (5) The proposed project leader possesses a registered construction engineer qualification of Grade II or above in municipal public works engineering, holds a valid safety production assessment certificate, and has not served as the project leader of any other ongoing construction project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
