点击登录查看是深圳市第二批公办高中学校建设项目之一。由市教育局统筹部署，由深圳市盐田区建筑工程事务署负责建设工作。盐田区依山面海、海岸蜿蜒曲折，有大梅沙、小梅沙等自然海滩，梧桐山雄伟险峻，三洲田山鸟鸣谷幽，云遮雾绕，围绕盐田港区和沙头角口岸推动建设全球海洋中心城市核心区和沙头角深港国际消费合作区，高质量全面建成宜居宜业宜游的现代化国际化创新型滨海城区。

Shenzhen No. 31 Senior High School is one of the second batch of public high school construction projects in Shenzhen. It is planned as a whole by the Municipal Education Bureau, and the Shenzhen Municipal Yantian District Public Works Administration is responsible for the construction work. Yantian District, characterized by its mountainous terrain and winding coastline, features natural beaches such as Dameisha and Xiaomeisha, as well as the majestic and rugged Wutong Mountain, and the tranquil valleys of Sanzhoutian Mountain, where birdsong resonates amidst mist-covered landscapes. Surrounding the Yantian Port Area and Sha Tau Kok Port, efforts are directed towards the development of a core area of a global marine central city and the construction of the Shatoujiao Shenzhen-Hong Kong International Consumption Cooperation Zone. The objective is to comprehensively construct a modern, international, and innovative coastal urban area that is suitable for living, working, and tourism in an all-round way with high quality.

本项目坐山拥海，自然环境优越，位于盐田港产城融合发展区。本次校园新建工程旨在通过先进的设计理念，打造符合盐田区城市建设发展定位的校园建筑，满足新时代高质量办学要求，以更高站位和更广阔的视野，建设高品质创新型校园，激活校园空间活力，推动学校高质量发展，发挥出“空间育人”的综合效用。

The Project, nestled amidst mountains and embracing the sea, benefits from a superior natural environment and is situated within the Yantian Port-Industry-City Integrated Development Zone. The objective of this new campus construction project is to employ advanced design principles to create campus architecture that aligns with the urban development positioning of Yantian District. It aims to meet the high-quality educational requirements of the new era, with a higher perspective and broader vision, constructing a high-quality innovative campus. The endeavor seeks to activate the vitality of campus spaces, propel the high-quality development of the school, and unleash the comprehensive utility of "space-based education".

The Shenzhen No. 31 Senior High School Project (Yantian Senior High School Extension Project) is a senior high school with 42 classes, which is located on Plot 03-07-01 in the [Southwest Zone of Back Land Area of Yantian] on the statutory plan. It covers an area of about 448,48 square meters with a GFA of about 80,000 square meters. The Project has a total investment of 640 million yuan and a construction and installation fee of 512 million yuan. It is invested by the municipal government, built by the district government, and administered by the municipal government.

项目基地毗邻梧桐山，东临盐田港，北面盐田综合保税区，基地位于周边地势至高点，坐山拥海，自然景观条件优越，东北向可远眺烟墩山避风塘海景，东南为盐田港区海景。项目所属规划片区为盐田后方陆域西南片区，片区以居住功能为主，片区内已建成的学校有深圳外国语学校高中部、盐田高级中学、九年一贯制的云海学校。

The project site is adjacent to Wutong Mountain, faces Yantian Port on the east and Yantian Integrated Free Trade Zone on the north. With superior natural landscape conditions, the site is situated at the highest point of the surrounding terrain and surrounded by mountain and sea. At the site, you can overlook the seascape of Bifeng Pond in Yandunshan on the northeast and the seascape of the Yantian Port Area on the northeast. The planned project area is the Southwest Zone of Back Land Area of Yantian, which primarily serves residential functions. Existing schools within the area include the Senior High School Department of Shenzhen Foreign Language School, Yantian Senior High School, and the nine-year coherent Yunhai School.

拟建场地北侧为青云路，南侧为盐田高级中学，东侧为科研储备用地。至深外高中地铁站路程约2.5公里，至盐田港西地铁站步行路程约2.5公里、车行路程4.8公里。

On the north of the proposed site is Qingyun Road, on the south is Yantian Senior High School, and on the east is land reserved for scientific research purpose. It is about 2.5 km away from St. Shenzhen Foreign Language School, about 2.5 km on foot and 4.8 km by car away from the St. Yantian Port West.

本次招标工作内容包括但不限于：点击登录查看项目的方案设计、初步设计及施工图设计（含基坑工程、边坡工程、景观工程、幕墙工程、建筑智能化、燃气等专项设计），竣工图编制。

The scope of the tender includes, but is not limited to, scheme design, preliminary design and construction drawing design (including foundation pit works, slope works, landscape works, curtain wall works, building intelligence, gas and other special designs), as well as as-built drawing preparation of the Shenzhen No. 31 Senior High School Project.

本项目采用“公开招标”的方式，分为资格预审阶段、评标阶段和定标阶段。

This project will be organized through "open tender", which is divided into three stages, namely pre-qualification, bidding, and bid determination.

1. 独立法人机构或合伙制企业或其他组织机构。

1. Independent legal entities, partnership enterprises, or other organizational institutions.

2. 具备国家住房和城乡建设部颁发的建筑行业（建筑工程）设计甲级或以上资质。

2. Possess Grade A or higher qualification in architectural industry (specializing in building engineering) issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.

3. 项目负责人要求：具备国家一级注册建筑师资格证。联合体投标的，项目负责人必须由牵头单位人员担任。

3. Project leader Requirements: Must possess a National First-Class Registered Architect qualification certificate. In the case of consortium bidding, the project leader must be a member of the lead firm.

4. 本项目接受联合体投标，需符合以下要求：

4. For consortium bidding, the requirements are as follows:

（1）如联合体投标，牵头单位需具备建筑行业（建筑工程）设计甲级或以上资质。

If participating as a consortium, the lead firm must hold a Grade A or higher qualification in architectural industry (specializing in building engineering).

（2）联合体成员不得超过2 家（含牵头单位）。

The consortium should not have more than 2 members (including the lead firm).

（3）联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。

Consortium members may not register independently or form other consortia with different design teams under any other name.

设计费 Design fee

点击登录查看全过程设计国际招标估价暂定为1275.53万元。设计费以发改部门批复的概算建筑安装工程费为计费额，依据国家发展计划委员会、建设部联合制定的《工程勘察设计收费标准》（计价格[2002]10号）的规定计算，专业调整系数为1.0，复杂程度调整系数为1.0，下浮10%。

The estimate of the Project is tentatively set at 12.7553 million yuan. The design fee is calculated based on the estimated construction and installation fee approved by the development and reform department in accordance with the provisions of the Charge Standard for Engineering Investigation and Design (J.J.G. [2002] No. 10) jointly formulated by the State Development Planning Commission and the Ministry of Construction. The speciality adjustment coefficient is 1.0, and the complexity adjustment coefficient is 1.0, with a 10% downward floating rate.

落标补偿费 Compensation fee

对通过资格预审进入方案投标阶段的前5名入围单位设置落标补偿：中标人获得设计合同，第2、3名入围单位落标补偿费每名40万元，第4、5名入围单位落标补偿费每名20万元。

For the top five shortlisted units proceeding to the bidding stage after pre-qualification, compensation fee will be provided as follows: The winning bidder will be awarded the design contract. The 2nd and 3rd ranked units will receive compensation of 400,000 yuan each, while the 4th and 5th ranked units will receive compensation of 200,000 yuan each.
